If you have an outstanding income tax demand or a pending refund that has seen no action for a long time, and you are tired of repeatedly visiting the income tax office without finding a solution, you can file a grievance directly on CPGRAMS. You can get a definitive solution through this platform, but the only condition is that the demand or refund must not be older than 4 years. If it is older than 4 years, you will have to get it resolved through your jurisdictional tax office only.
An upgraded version, NextGen CPGRAMS, was rolled out on July 1, 2025, by the Department of Administrative Reforms and Public Grievances.

Step 1: https://pgportal.gov.in/signin
Step 2: Click on ‘Sign Up’ to create your ID using your mobile number and email ID.
Step 3: Once your ID is created, log in again using your email or mobile number via OTP.
Step 4: Click on ‘Lodge Public Grievance’.

Step 5: Scroll down, check the agreement box, and submit.
Step 6: Select ‘CBDT’ (Central Board of Direct Taxes) from the ministries/departments.

Step 7: Choose ‘Direct Taxes’ from the dropdown menu.
Step 8: Select ‘Issue with IT Return’ from the next dropdown menu.
Step 9: Select the specific reason for the tax demand from the subsequent dropdown.
Step 10: Enter your PAN number.
Step 11: Select the relevant Assessment Year (AY).
Step 12: Mention the specific tax ward you have been visiting or where your PAN is currently registered.

Step 13: In the description box, provide full details explaining why the demand was raised or why the refund is delayed. Mention your last reply to the department along with its reference number and date.
Step 14: In the attachments, upload the Income Tax Return (ITR) for that assessment year, along with the tax computation sheet, Form 26AS, Form 16, and any other supporting documents. This ensures your demand or refund issue can be verified properly.
Step 15: Submit your grievance. After submitting, check your status. If your demand or refund issue is within the 4-year limit, there is a 99% chance you will get a solution here. You can then take further action based on the update.
